Mission:
To lead the digital transformation of the public sector by establishing a Public Cloud Computing Strategy and increasing the performance and efficiency of all digital services provided by public institutions.
Vision:
To eliminate bureaucratic obstacles in the public sector through the use of digital technologies and to increase the use of e-government services by facilitating access to all public services.
Short-Term Goals:
Preparing the institution’s budget, promptly taking over the operation of the existing Data Center (DC) with current personnel, and establishing the boards specified in the Digital Transformation and Electronic Government Institution (DD-EDI) Law to ensure coordination with institutions and the Digital Transformation Office of the Republic of Turkey (TR-DTI) on objectives. It is also aimed to start the process of migrating the systems of public institutions and organizations to the DC as soon as possible.
Additionally, to support existing e-Government projects, take accelerating measures, and launch ready services through the e-Government Gateway.
Medium and Long-Term Goals:
Within the framework of the main principles of the DD-EDI Law, to determine strategic goals with the DD-EDI Boards and carry out activities in line with these goals.
Within two (2) years from the activation of the Data Center, ensure that all systems of public institutions and organizations are migrated to this Center.
While transferring the services of public institutions and organizations to electronic platforms, ensure the improvement and, if necessary, the restructuring of existing business processes.
Provide necessary training to DD-EDI staff and ensure that Data Center operations reach world-class standards, while increasing DD-EDI staffing to maximize capacity.
Support projects and activities for the development of big data technologies in public institutions and organizations, and lead artificial intelligence applications in priority project areas.
In regulations and practices related to e-Government services, improve decision-making processes and ensure the principles of transparency, efficiency, accountability, and openness are upheld.
Encourage the use of open standards and open-source software that are deemed appropriate for use by the institution.
Priority Sensitive Units and Employment Policy:
The Information Security, Network Management and Cyber Security Center, Public Certification Center, and National Integrated Public Data Center are considered sensitive units. Due to the confidential nature of the information involved, it is essential that personnel working in these units, as well as all staff in general, are recruited after thorough and serious security checks.
Human Resources Policy and Recruitment Requirements
The Public Service Commission (PSC) is the only legally authorized body for the recruitment of permanent staff. As stated in the DD-EDI Law, candidates who meet the required qualifications will be accepted to the competitive examination, and successful candidates will be invited to an interview to fill the announced positions. Before this stage, all candidates will undergo security clearance evaluations in coordination with the PSC.
Current Staff and Their Qualifications
In the TRNC, there are experienced and skilled personnel who have long been operating the existing data center, the public data network (KamuNET), and other state systems. The DD-EDI Law specifies the qualifications required for the personnel to be employed. The expert personnel working within this scope must possess international certifications. The DD-EDI Law stipulates an initial staff of 71 people, which may be increased up to a total of 107 positions.
Measures Against Supervision of the Data Protection Authority (KVKK) and Potential Political Interference
Both the Personal Data Protection Law (89/2007) and the Digital Transformation and Electronic Government Institution Law impose serious responsibilities on both institutions concerning the processing, protection, and supervision of personal data. Since one representative from DD-EDI will also serve in the Data Protection Authority (KVKK), both institutions (KVKK and DD-EDI) must work in harmony. Within this framework, our institution will take the necessary measures against any potential political intervention by obtaining EN 50600 Data Center Standard, ISO 27701 Personal Data and Privacy Information Management System certification, and other similar standards and legal powers.
